Gene Rosengarden

Mr. Rosengarden is an internationally recognized expert in customs and international trade regulation, experienced in border control and reform, trade capacity building and trade facilitation measures, negotiating and implementing regional trade agreements, planning and development of “single window” programs, single administrative document programs, and foreign trade statistical collection requirements. Mr. Rosengarden has worked in both the private and public sectors, with experience reporting on the operation of the Customs laws and directing the negotiation and implementation of the Harmonized System. His experience includes work with the U.S. Government as an advisor on trade facilitation measures, with multinational organizations including the World Customs Organization and the World Trade Organization, and as the founder and chair of the Customs and Trade Development Group.
